In March 2005, the District President Elías Antonio Saca González signed the decision to build. The project is estimated to have an investment of $ 300 million. According to press reports, the Sociedad Portuaria de Santander , a public company of Spanish origin, is to be involved in planning the infrastructure of the mega-port. Storage areas totaling one million square meters will be set up for the interim storage of merchandise. The planning was completed by CEPA in 2008.
