Czarna Górna is a village and Schulzenamt in the powiat Bieszczadzki of the Subcarpathian Voivodeship in Poland . It is the seat of the rural community of Czarna with about 2400 inhabitants. The lower part of Czarna Dolna has its own Schulzenamt.

Czarna Górna is the birthplace of the journalist, revolutionary and theater director Jan Dobrzański (1820–1885).
