The Gmina Czarna is a rural municipality in the powiat Bieszczadzki of the Subcarpathian Voivodeship in Poland . Its seat is the village of Czarna Górna with about 870 inhabitants.

The rural community (gmina wiejska) Czarna includes the following seven localities with a Schulzenamt :
Czarna Górna , Czarna Dolna, Lipie, Michniowiec, Polana, Rabe and Żłobek.
Other places in the municipality are Bystre, Chrewt, Olchowiec, Serednie Małe, Paniszczów, Rosochate, Rosolin, Sokołowa Wola, Wydrne and Tworylne.
