DIN VDE 0405
DIN VDE 0405 refers to DIN standards for evidence-proof measuring devices for breath alcohol determination from the list of DIN-VDE standards .
These measuring devices are mainly used for the quantitative assessment of the degree of alcoholism of people during police traffic controls. The breath alcohol concentration of a driver can be determined directly on site or subsequently at a police station in order to preserve evidence .
Series of standards DIN VDE 0405
The series of standards DIN VDE 0405 "Determination of the breath alcohol concentration" has been created by the UK 966.2 "Breath alcohol measurement" committee in the German Commission for Electrical, Electronic and Information Technologies (DKE) since the early 1990s (the original name of the committee is AK 966.0.10 "Breath alcohol -Measuring device"). The members represent the Physikalisch-Technische Bundesanstalt with its testing laboratories, the police authorities of the German federal states, the German Police University , the calibration authorities of the German federal states, are publicly appointed and sworn experts for the technology of breath alcohol analysis, technical experts for breath alcohol measurement, as well as representatives of the manufacturers of breath alcohol measuring devices. Under the chairmanship of Günter Schoknecht , later by Andreas Slemeyer, the committee developed the DIN VDE 0405 series of standards, the fulfillment of which by the measuring devices is now recognized as a requirement for type approval by the Physikalisch-Technische Bundesanstalt.
The DIN VDE 0405 series specifies the test methods and essential technical requirements for the operating behavior of evidence-proof measuring devices for determining breath alcohol. Furthermore, it also contains procedural specifications based on the expert opinion of the Federal Health Office on the certainty of proof of the breath alcohol analysis (1992). The standards of the DIN VDE 0405 series contain specifications about the measurable variable of the breath alcohol concentration, but no information about limit values for legal regulations, case law and administrative regulations.
The standards of the DIN VDE 0405 series do not apply to pre-test devices for determining the breath alcohol concentration (see European standard EN 15964), breath alcohol test devices for general use (see European standard EN 16280) and for alcohol interlocks (see series of European standards EN 50436 ).
The standards can be purchased from VDE-Verlag or Beuth Verlag .
DIN VDE 0405-1
1st edition "DIN VDE 0405-1: Determination of breath alcohol concentration - Part 1: Terms"
2nd edition "DIN VDE 0405-1: Determination of the breath alcohol concentration - Part 1: Requirements for breath alcohol measuring devices that can be used as evidence"
- 1st edition: December 1995
- 2nd edition: January 2017
The 1st edition of this standard defined important terms for breath alcohol measurement, its application and the forensic evaluation of its measurement results.
The 2nd edition of DIN VDE 0405-1 has been completely revised together with parts 2 and 3 and now combines parts 1 to 3 of the previous editions of the DIN VDE 0405 series in one standard.
The specifications for measuring devices made in this standard are primarily intended to regulate the implementation of conclusively-proof breath alcohol measurements for official monitoring tasks. This standard deals with all essential requirements for breath alcohol measuring devices for evidential proof, as they are defined in Germany in § 7 paragraph 1 sentence 3 of the Measurement and Verification Act (MessEG) in connection with Annex 2 of the Measurement and Verification Ordinance (MessEV). For this reason, an appendix has been added to the standard, which contains a comparison of the requirements for measuring devices in accordance with the Measurement and Calibration Ordinance and the requirements of DIN VDE 0405-1.
The essential, very extensive tests and requirements described in the 2nd edition of the standard include:
- Measuring system and its components,
- Measuring range for breath alcohol concentration,
- Mouthpiece,
- Gas supply system,
- Measurement process,
- Formation of the final measurement result,
- Measurement protocol,
- Test procedure,
- Measurement accuracy of alcohol concentration,
- Measurement of breathing air temperature,
- Measurement of exhaled volume,
- Requirements for the delivery of the breath sample (concentration values, breathing volume, breathing temperature, exhalation time),
- Residual alcohol detection in the mouth,
- Influence of exhaled gases other than alcohol (analytical specificity),
- Environmental tests with different environmental conditions,
- Durability tests with swinging and bumping,
- Drift behavior,
- electrical tests,
- electromagnetic compatibility and electrical interference,
- Software and interfaces,
- Content of the instruction manual,
- Report.
With its technical details, this standard is primarily aimed at testing laboratories and manufacturers of breath alcohol measuring devices. It specifies requirements and test methods for type testing.
DIN VDE 0405-2
"DIN VDE 0405-2: Determination of the breath alcohol concentration - Part 2: Requirements for breath alcohol measuring devices that can be used as evidence"
- 1st edition: December 1995
- 2nd edition: January 2005
- has been replaced by the 2nd edition of DIN VDE 0405-1
This standard stipulates test methods and requirements for the operating behavior for evidence-proof measuring devices for the determination of the breath alcohol concentration and their design. With its technical details, this standard is primarily aimed at testing laboratories and manufacturers of breath alcohol measuring devices. It laid down requirements and test methods for type testing.
The essential, very extensive tests and requirements described in this standard included:
- Measuring system and its components,
- Measurement accuracy of alcohol concentration,
- Measurement of breathing air temperature,
- Measurement of exhaled volume,
- Measuring range,
- Output of the measurement result,
- Environmental tests with different ambient temperatures and ambient humidity,
- Durability tests with swinging and bumping,
- Influence of exhaled gases other than alcohol,
- Drift behavior,
- electrical tests on the supply voltage,
- electromagnetic compatibility and electrical interference,
- Contents of the instructions for use.
The 2nd edition has been revised compared to the 1st edition. The main differences between Part 2 and Part 1 are as follows:
- the individual results of the measurements must be given with three decimal places,
- the limit values for the measurement errors have been reduced and are set independently of the calibration error limits,
- the technical requirements have been adapted to the basic standards that have since changed.
DIN VDE 0405-2 has now been fundamentally revised and integrated into the 2nd edition of DIN VDE 0405-1 and replaced by it.
DIN VDE 0405-3
"DIN VDE 0405-3: Determination of breath alcohol concentration - Part 3: Measurement method"
- 1st edition: December 1995
- has been replaced by the 2nd edition of DIN VDE 0405-1
In addition to the metrological requirements for the devices in Part 2 of the standard, this standard describes the process modalities for carrying out a conclusively reliable breath alcohol analysis. Log details were also provided.
The essential requirements described in this standard included:
- Instruction on measurement,
- Input of personal data,
- Control time,
- Mouthpiece,
- Details of the measuring cycle with individual measurements,
- Requirements for the delivery of the breath sample (concentration values, breathing volume, breathing temperature, exhalation time),
- Formation of the final measurement result,
- Measurement protocol,
- Control measures.
The revised version of DIN VDE 0405-3 has now been integrated into the 2nd edition of DIN VDE 0405-1 and replaced by it.
DIN VDE 0405-4
"DIN VDE 0405-4: Testing of evidential breath alcohol measuring devices with test gas"
- 1st edition: September 2000
- 2nd edition: January 2005
This standard describes the testing of breath alcohol measuring devices that are reliable for evidence. It is used especially for regular device tests, which serve the continuity of evidence security. The standard describes requirements for the test gas such as ethanol concentration and gas temperature as well as the execution of the tests with the associated error limits. The diagram of a test gas generator is also shown.
In the 2nd edition, the error limits according to DIN VDE 0405-2 were specified for testing the ethanol measuring systems. The calibration error limits were no longer used as a reference. In addition, the adaptation of the mouthpiece of the measuring device to the test gas generator was specified more precisely.
