biography

Barrett studied philosophy at Seattle University and social work at Saint Louis University . He joined the Co-operative Commonwealth Federation , the predecessor organization of the NDP, and from 1957 worked in the penal system in the province of British Columbia. In the elections to the Legislative Assembly of British Columbia on September 12, 1960 he was elected in the constituency of Dewdney. From 1965 he represented the constituency of Coquitlam after a reallocation.

In April 1969 he ran for chairmanship of the NDP, but was defeated by Thomas Berger . However, when the NDP with Berger at its head lost the election five months later, it elected Barrett as its new chairman. Barrett led the NDP to an election victory for the first time in August 1972 and replaced WAC Bennett on September 15, 1972 from the British Columbia Social Credit Party , which had ruled the province for twenty years.

During his tenure, Barrett's government implemented extensive reforms. It reorganized the social system, strengthened the role of the trade unions, protected extensive agricultural areas from building, introduced state automobile insurance and expanded the administrative apparatus. The rapid pace of legislation and falling tax revenues led to a resurgence of the opposition. In the December 11, 1975 elections, the NDP was defeated and Barrett lost his seat. He continued in office until December 22 , when Bill Bennett , son of WAC Bennett, succeeded him.

In 1976 Bennett managed to re-enter the provincial parliament in a by-election in the Vancouver East constituency and was a member of this until 1984. On November 21, 1988, he was elected to the House of Commons in Canada's House of Commons as a member of the Esquimalt-Juan de Fuca MP , where he belonged to the New Democratic Party . In 1989 he applied unsuccessfully for party leadership. In the general election on October 25, 1993, he was voted out, whereupon he withdrew from politics.
