David Michaels (born October 11, 1954 in New York City ) is an American epidemiologist and professor at the Department of Environmental and Occupational Health (EOH) at the Milken Institute School of Public Health at George Washington University .

Life

In the early years of the HIV / AIDS epidemic, Michaels developed a widely used mathematical model to estimate the number of children orphaned by the disease.

Michaels served as Assistant Secretary for Environment, Safety, and Health for the United States Department of Energy from 1998 to January 2001 . In this position, he was primarily responsible for protecting the health and safety of workers, neighboring communities, and the environment around the country's nuclear weapons facilities. Michaels developed the initiative to compensate workers at the nuclear weapon complex who developed cancer or lung disease as a result of exposure to radiation , beryllium , silicon dioxide, or other hazards . That initiative resulted in the Energy Workers Occupational Disease Compensation Program, which has provided over $ 13 billion in benefits to sick workers and the families of deceased workers since its inception in 2001.

Until January 2017 he was Deputy Minister of Labor for the Occupational Safety and Health Administration (OSHA). Michaels was nominated by President Barack Obama and unanimously approved by the US Senate , and began in December 2009 as OSHA's 12th Deputy Secretary. He is the longest-serving assistant secretary in OSHA history.

As Assistant Secretary, Michaels worked to strengthen agency enforcement in high-risk industries, improve OSHA's whistleblower protection program, promote common sense programs and standards, expand regulatory compliance support to small employers, and reach out to vulnerable populations to increase those most affected by work-related injuries and illnesses. He also increased OSHA's focus and skills in data analysis and program evaluation.
