Delfin 4 ( D iagnostik, El tern work, F Supporting the language skills I n N ordrhein-Westphalia to 4 year olds ) is a language test, which was presented in February 2007 and March 2007 to July 2014 for all children in North Rhine-Westphalia was prescribed . Since August 2014, the test in North Rhine-Westphalia has been valid for children who do not attend a day-care center. Delfin 4 started in Saxony-Anhalt in February 2010 , but was discontinued in 2013.

Test procedure and results

The method was developed by the teacher Lilian Fried at the Technical University of Dortmund .

It is a two-stage process with which the language competence and thus ultimately the schoolability of children two years before starting school is to be tested in a playful way . Level 1 is under the main topic “Visiting the zoo” and is similar to the board game “ Mensch ärgere Dich nicht ”. The test takes about 25 minutes. Children whose language ability remained unclear or who do not attend kindergarten are tested individually in level 2 (“visit to the Pfiffikus house”). If deficits are found, further language training is planned. This is binding. 350 € are made available for this per child and year. The promotion should take place in day-care centers .

In 2007, around 180,000 four-year-olds had to be examined; the tests were carried out by primary school teachers. It has been estimated that approximately 50,000 to 60,000 children have special needs. After the first regional results were available, it was reported that more than 40% of the tested four-year-olds had to take part in the second phase of the language proficiency assessment; From Cologne , for example, a "failure rate" of 60 to 80% was reported in individual cases. Many institutions reported that the children had difficulties with the unfamiliar situation. The education policy spokeswoman for the parliamentary group of the Greens in the state parliament of North Rhine-Westphalia, Sigrid Beer , therefore declared that the state government must “put the procedure to the test”.

In the Mercator study published in 2013, the test procedure only met 13 of the 32 quality criteria for language proficiency assessments in the elementary sector and thus led the bottom group.

In Saxony-Anhalt

Delfin 4 was controversially discussed in Saxony-Anhalt . The introduction was generally welcomed, but psychologists and speech therapists questioned the standards. The ministry, however, referred to the good experience in North Rhine-Westphalia.

In 2013, the test was discontinued in Saxony-Anhalt because it had not proven itself in practice. The teachers criticized the fact that the testing procedure was not suitable for children and that children who presumably needed additional support or therapy were classified as normal by the test.

In North Rhine-Westphalia

Due to the change in law that came into force on August 1, 2014, with which u. a. Section 36 (2) of the NRW Schools Act has been amended , the determination of language development and the resulting support for children attending a day-care center is in the hands of the day-care center itself. This is implemented in the form of language training and observation integrated into everyday life.

Children who do not attend a day-care center and children whose parents have not consented to the educational documentation in the day-care center will continue to be checked using the Delfin 4 procedure. For these children, the individual test “Visit to the Pfiffikushaus” is used by primary school teachers or socio-pedagogical specialists in primary schools.

If, on the basis of the language proficiency test, a child who does not attend a day-care center is in need of language support, parents are recommended, as before, to register their child in a day-care center. If the parents do not follow this recommendation, the education authority will oblige them to let their child take part in a pre-school language support measure in a day-care center or in a family center. If the child is already attending a day-care center and a need for language support is determined, language support will continue to be integrated into everyday life by the day-care center.
