Franco-German parliamentary agreement

The Franco-German parliamentary agreement ( French Accord Parlementaire franco-allemand ) is an agreement concluded on March 25, 2019 between the German Bundestag and the French National Assembly .

History and signature

The parliamentary agreement was commissioned by the Bundestag and the National Assembly in 2018 on the 55th anniversary of the Élysée Treaty on January 22, 2018, in order to deepen relations between the parliaments.

The parliamentary agreement was drawn up by the Franco-German working group, each consisting of nine members of the German Bundestag and the Assemblée nationale. The working group was set up by a motion for a resolution on January 22, 2018 and, after six joint meetings in Berlin , Paris and Strasbourg, concluded its deliberations on the content of the parliamentary agreement on October 8, 2018. The negotiated text was presented to the public in Paris on November 14, 2018, and distributed as a printed matter on November 30, 2018, after the President was informed.

On the part of the German Bundestag, the working group included: Andreas Jung (CDU, Chairman), Reinhard Brandl (CDU), Ursula Groden-Kranich (CDU), Christian Petry (SPD), Nils Schmid (SPD), Norbert Kleinwächter (AfD), Michael Georg Link (FDP), Fabio De Masi (Die Linke) and Franziska Brantner (Alliance 90 / The Greens)

The German Bundestag and the French Assemblée nationale passed the Franco-German parliamentary agreement with a large majority in separate meetings on March 11, 2019 in Paris and March 20, 2019 in Berlin. The agreement was signed on March 25, 2019 in Paris by the Speakers of Parliament Wolfgang Schäuble and Richard Ferrand .

The most important part of the agreement is the establishment of a Franco-German Parliamentary Assembly , through which the cooperation between the two parliaments is given a new institutional framework. The assembly meets publicly at least twice a year, usually alternately in Germany and France , under the direction of the two speakers . The constituent meeting of the assembly took place on March 25, 2019 in Paris. The assembly consists of a total of 100 members (fifty members of the German Bundestag and fifty members of the Assemblée nationale).

In addition, the German Bundestag and the Assemblée nationale should meet with all members as a joint assembly at regular intervals, but at least every four years, in Germany or in France to discuss common priorities and adopt joint declarations.

The committees of the two parliaments are encouraged to work closely together on issues of common interest. It includes, among other things, the exchange and coordination of current legislative projects of the European Union or joint meetings and delegation trips.

The members of the committees for European affairs are generally authorized to participate in the meetings of the other parliament without voting rights.

An increased exchange at the level of the parliamentarians, the parliamentary groups as well as the staff of the parliamentary groups and members of the parliament and the administrations should contribute to deepening the Franco-German relations. At the same time, the expansion of the German-French parliamentary internship is to be promoted.
