The Directorate of Operations (from 1952 to 1973 Directorate of Plans , from 2005 to 2015 called National Clandestine Service ) is a US department of the CIA that coordinates the intelligence activities of all US intelligence services in the field of human intelligence (HUMINT). When it was founded in October 2005, the National Clandestine Service took over the previous Directorate of Operations of the CIA and its tasks in full. The tasks of the NCS include, in particular, the coordination of the CIA's HUMINT activities with those of other US intelligence agencies, including theFBI , the Diplomatic Security Service (DSS) , the Defense Intelligence Agency (DIA) , the Air Intelligence Agency (AIA) , the Marine Corps Intelligence Activity (MCIA) , the Office of Naval Intelligence (ONI), and the Army Intelligence . The Deputy Director of Operations reports directly to the Director of the Central Intelligence Agency , but his identity is not made public.
The Directorate of Plans was formed in August 1952 from the merger of the Office of Special Operations and Office of Policy Coordination . In 1973 the department was renamed the Directorate of Operations, which corresponded better to the actual job profile.
The Directorate of Operations in its current form was established on October 13, 2005 through a legislative initiative by US Senator Pat Roberts . The reason for the establishment was the terrorist attacks on September 11, 2001 . As a result, the 9/11 Commission was set up, whose task it was to investigate the circumstances of the attacks more closely and also to make recommendations on how such attacks could be prevented in the future. In its final report from 2004 it was stated, among other things, that the area of HUMINT , i.e. the acquisition of information via human sources, had been seriously neglected by the US secret services for a long time. The reasons for this development were seen on the one hand in the end of the Cold War , on the other hand in the long-term effects of the Church Committee on the reputation of the secret services. The now enhanced department was temporarily renamed the National Clandestine Service.
