The Third Ordinance on Exemptions from the Regulations of the Driving License Ordinance reduces the minimum age for acquiring the AM driving license class for the federal states of Brandenburg , Mecklenburg-Western Pomerania , Saxony , Saxony-Anhalt and Thuringia from 16 to 15 years.

The third EU driving license directive introduced the harmonized driving license class AM, which entitles the driver to drive two- and three- wheel mopeds as well as four-wheel light vehicles, each with a design-related maximum speed of no more than 45 km / h. The EU has set the minimum age for obtaining this driving license to be 16 years, but it allows the member states to reduce the age to up to 14 years or to raise it to 18 years. After the vehicles mentioned in Germany previously fell under the national driving license classes M and S, where the minimum age for acquisition was 16 years, it was decided in the context of the implementation of the EU directive in national law not to use the possibility of lowering the minimum age close. This was justified with a study by the Federal Highway Research Institute , which came to the conclusion that a lowering was not recommended for safety reasons, as well as with the sharp increase in the number of accidents in Austria after the introduction of a "moped driving license at 15". With this, on January 19, 2013, the AM driving license class with a minimum working age of 16 was introduced into the driving license regulation .

After there was a proposal in April 2011 at the Conference of Transport Ministers for a model experiment to lower the minimum age for acquiring the AM class by Saxony, which Saxony-Anhalt and Thuringia joined, and in 2011 the parliamentary groups of CDU / CSU and FDP submitted an application with the The aim was to facilitate the acquisition of two-wheel driving licenses , which also called for a lowering of the minimum age for the AM class to 15 years, the Federal Ministry of Transport, Building and Urban Development included in the Third Ordinance on Exceptions to the Regulations of the Driving License Ordinance Effective May 1, 2013, a temporary model test came into force. In § 1 of the ordinance, the minimum age for acquiring the AM class in Brandenburg, Mecklenburg-Western Pomerania, Saxony, Saxony-Anhalt and Thuringia is reduced to 15 years. Section 2 regulates the entry into force (May 1, 2013) and expiry (April 30, 2020) of the ordinance.

The Federal Highway Research Institute evaluates the experiment.
