Weingartia neocumingii grows individually with depressed spherical to spherical, light green to dark green bodies and sprouts a little with age. The bodies reach the same height with diameters of up to 30 centimeters and have fiber roots. The ribs are barely pronounced. The 11 to 28  spines are stiff, protruding, straight to slightly curved. They are gray to gray-brown or yellow and usually have a darker tip. The up to 4 central spines, which can also be missing, are 1.5 to 4 centimeters long, the 8 to 24 radial spines have a length of 7 to 30 millimeters.

The yellow to yellow-red or brown-red, brick-red, dark red or rarely white flowers are funnel-shaped and appear like a wreath near the apex or on the shoulder of the body. They are up to 3.5 centimeters long and have a diameter of 4 centimeters. Often up to 4 flowers appear from an areole . The teardrop-shaped fruits are reddish brown to greenish or brownish. They are covered with scales and otherwise bare. When fully ripe, the fruits are thin-skinned and dry and disintegrate quickly.
