Born on the US east coast , Lynch came to California in 1879. He ran a farm southeast of Sacramento. In 1904 he was elected to the California State Assembly (electoral district 19) and was re-elected two years later. Lynch ran again for the House of Representatives in November 1910 - Lynch's party colleague William W. Greer had represented the 19th district in the meantime - and was re-elected with 51.5% of the vote.

In 1911 Edward Lynch was one of 17 MPs in the 120-member California State Legislature that opposed the Senate Constitutional Amendment No. 8 voted, which introduced women's suffrage in California.

After several months of serious illness, Lynch died in his home near Sacramento in late 1912.
