The railway vehicle driver's license entitles the holder to drive rail vehicles on public railway lines .

The uniform driving license, the underlying training and examination regulations and the requirements for acquiring the individual driving license classes were introduced in Germany on August 1, 2002. In particular, it should ensure a uniform, binding and transparent procedure for training and further education of train drivers in the steadily growing number of railway companies (as part of the railway reform ) . The railway companies are responsible for the training, the examination, the issuing of the driving license and the organization of advanced training courses.

Deutsche Bahn AG (DB), the Association of German Transport Companies (VDV) and the Federal Railway Authority (EBA) announced plans to introduce a joint driving license in mid-2001. In the spring of 2002, the VDV passed the guideline for the railway vehicle driving license as VDV-Schrift 753.

The driving license is issued in the following three classes:

  • Class 1 (only shunting service)
  • Class 2 (only for certain route networks , e.g. an S-Bahn route network or the route network of a non-federal railway )
  • Class 3 (all public route networks, that is in the broadest sense all route networks of Deutsche Bahn AG)

Class 3 includes classes 2 and 1, class 2 includes class 1.

The driver's license is in the form of a plastic card in the size of a credit card. The name and photo of the owner as well as his date of birth are printed on it, as is the number of the driver's license. The railway vehicle driver's license is only valid in conjunction with a supplementary sheet. This in addition to the permissions for locomotive - series / types listed further qualifications. Such additional modules are available, for example, for vehicle inspectors, for the PZB , LZB and CIR-ELKE . A provisional driver's license can be issued. This is valid for a maximum of six weeks from the date of issue, in connection with an identity card or passport .

The EU Directive 2007/59 / EC was passed in order to standardize the different legal provisions on driving authorization for train drivers in the EU member states. Since EU directives can only be implemented by means of a national law or regulation, it was not possible to implement the directive in the form of a revised VDV publication 753, as this only has the legal status of a recognized rule of technology . On May 7, 2011, the Train Driver's License Ordinance (TfV) came into force in Germany.

The driving license according to TfV is issued in the following classes:

  • Class A (only shunting trips)
  • Class B (train journeys only)

Class B can be restricted to sub-class B1 (only passenger traffic) or B2 (only freight traffic). This takes account of the fact that most railway transport companies only operate one of the two types of transport, and their train drivers can therefore no longer easily be used on the other type of train due to their training.

Like the VDV driving license, the TfV driving license consists of a driving license (property of the driver) and an additional certificate (the former supplement, property of the employer). The VDV driving license class 2 has no direct equivalent in the new system. The restrictions to which a previous VDV class 2 train driver is subject will in future be derived from the additional certificate of the TfV driver's license. According to the explanatory memorandum for the regulation, class B no longer automatically includes class A. Since a train driver without authorization for maneuvering cannot be used effectively, mainline train drivers will usually have both classes entered.

The driving license according to TfV is no longer issued by the railway operations manager , but is an official document and is issued by the Federal Railway Authority (EBA). For the first time, the EBA will keep a register of the driving licenses issued. Information from the additional certificates is usually not entered into the EBA database. One exception is the liquidation of a railway company (EVU).

With the TfV, the monitoring competencies of the EBA are extended to the entire chain of train driver training and deployment. Training institutions and examiners, traffic doctors and psychologists must be approved by the EBA. What is new is that the driver's license can be acquired independently of an additional certificate. For this purpose, a theoretical test according to Annex 5 of the TfV is to be taken, in which general knowledge about the railway operation and the activities of the driver are tested. An exam according to Annex 5 is, for example, the IHK exam for railway workers in operations , specializing in train drivers and transport. Without an additional certificate, however, the driver's license does not entitle you to drive a traction vehicle.

In the course of European standardization, the minimum age for the unrestricted use of a train driver was reduced from 21 to 20 years, without, however, also changing the railway building and operating regulations accordingly.

The TfV driving license will not completely replace the VDV 753 driving license. The new regulation only applies to RUs that require a safety certificate in accordance with Section 7a of the General Railway Act , and thus not to companies that are a "regional railway " within the meaning of the AEG. As a group of people to whom VDV-753 driver's licenses can still be issued, the main drivers that remained are who are only used in workshop areas.

The driver's license office at the EBA has been operational since mid-July 2011. From October 29, 2011, foreign train drivers have to undergo regular tests of their specialist knowledge according to § 11 TfV, even if their driving license has not yet been converted to TfV. Old holders of a VDV 753 license must have their driving licenses exchanged by October 29, 2018 at the latest. Train drivers in training had the right to choose between a TfV or VDV 753 driver's license until October 29, 2013.
