Railway operations managers (EBL) manage and monitor the safety-relevant processes in a railway company ( railway company or railway infrastructure company ).

Germany

The admission requirements are determined by the Railway Operations Manager Examination Ordinance. Required are

  • a completed degree in civil engineering, mechanical engineering, electrical engineering, a related engineering science or an engineering science of transport at a German academic university, a German state or state-recognized university of applied sciences or a foreign university recognized as equivalent by the competent authority in the state and
  • At least three years of experience with railways as an engineer for the construction or operation of the railway or at least three years of experience as a confirmed tram operations manager. Activities in other positions as an engineer in a specialist area, which includes the planning, construction, operation or monitoring of rail-bound railways to a considerable extent, can be credited for up to one year.

Those who meet these requirements can be admitted to the Federal Railway Authority (EBA) or the responsible state authority (e.g. state representative for railway supervision ) and receive a certificate of proficiency upon successful completion, whereby the certificate of competence from a state authority usually also from other state authorities is recognized.

Anyone who has passed the major state examination for the higher technical administrative service and at least three years essential for the safety of a railway can also work as an EBL without the examination Who has already worked as an engineer, as well as who is already a confirmed tram operations manager and is active in a company that has the approval as a tram company and as a railway company or in simple operating conditions.

The entry requirements are determined by the Railway Ordinance 2003 (EisbVO 2003):

  1. Completion of a technical college (HTL) and ten years of business experience or completion of a relevant degree and at least five years of business experience;
  2. Proof of knowledge of the following specialist areas: safety technology, railway construction technology, railway operation, securing level crossings, electrical engineering, driving equipment technology, accident prevention, operational fire protection, legal regulations;
  3. Knowledge of the railway company itself (to be confirmed by the railway company).

Germany

In Germany, the assignment as a railway operations manager at a railway company requires proof of the access requirements to the respective supervisory authority. As a rule, the same qualification requirements are imposed on the deputy railway operations manager, previously: the deputy of the supreme operations manager (Deputy OBl), unless the supervisory authority deviates from them. Several deputies are also possible, especially in the case of regionally separate companies.

The appointment or appointment can relate to the established direction of the company as a railway operations manager for a railway or railway infrastructure company. Particularly in the case of smaller companies with both business areas, the railway operations manager regularly performs both areas of responsibility. Austria

EU legislation

With the introduction of the fourth railway package in 2016 and the entry into force of the national implementation in Germany on June 16, 2020, numerous railway companies have been required to provide evidence of a safety management system (SMS). The possibility of issuing a safety certificate with simplified verification in accordance with Section 7a (3) AEG without a full examination of the SMS ("EBL verification") is no longer applicable. With the implementation of the fourth railway package, the railway operations managers of the EVU are also responsible for the internal implementation of the SMS, provided that there is no separate SMS manager available. The job description is therefore subject to a formal change. While in the past the competence of the EBL to ensure safe and reliable rail operations was determined by an examination at the EBA and regular training courses, today the auditing of the SMS for which the EBL is responsible and the maintenance of the safety certificate are the yardstick for a successful activity as an EBL. In addition, day-to-day business in company organization is an important professional component.
