Elías Ayala

Elías Ayala (born September 19, 1870 in Pilar , Departamento Ñeembucú , † 1968 in Asunción ) was a Paraguayan officer and politician who was foreign minister between 1938 and 1939.

Life

Elías Ayala, son of Cipriano Ayala and his wife Isabel Mendoza, attended the Colegio Nacional in Asunción and completed an apprenticeship at the School of the Argentine Naval School (Escuela Naval Argentina) , which he graduated in 1894 as one of the best in his class. In 1904 he took part as commander of the Constitucion in the revolution led by General Benigno Ferreira . After he was secretary in the war and naval ministries in 1905, he formed the Paraguayan-Argentine border commission (Comisión Tecnica Binacional) between 1906 and 1908 with the Argentinian Domingo Krause , which dealt in particular with the border region on the Río Pilcomayo . He then worked as a mathematics teacher at various secondary schools and was a member of the Scientific Society (Sociedad Científica del Paraguay) . Between 1920 and 1922 he was director of the engineering department of the surveying school (Escuela Agrimensura) . In 1928, during the crisis between the two countries, he was briefly chargé d' affaires of the embassy in Bolivia and from 1931 to 1934 a member of the Paraguayan-Brazilian border commission. After he was a member of the Supreme Military Council between 1935 and 1936, he served as Chief of Staff of the Army in 1937.

In 1938 Ayala was appointed to succeed Cecilio Báez by President Félix Paiva as Foreign Minister (Ministro de Relaciones Exteriores) in his government, to which he belonged until 1939. During the first term of office of President Higinio Morínigo , he was a member of the State Council (Consejo de Estado) between 1941 and 1944 . He was also involved in the Association of Former Officers (Círculo Jefes y Oficiales Retirados) and in the Paraguayan-Argentine Cultural Center (Centro Cultural Paraguayo Argentino) .

He was married to Alaría Ana Moscarda.
