Félix Paiva

Félix Paiva (born February 21, 1877 in Caazapá , Departamento Caazapá ; † November 2, 1965 in Asunción ) was a Paraguayan judge and politician of the Partido Liberal , who was vice-president from 1920 to 1921 and temporarily in 1921 and again between 1937 and 1939 as president of Paraguay was.

Life

After completing an undergraduate degree, Paiva began postgraduate studies in law at the Universidad Nacional de Asunción (UNA) in 1896 , which he completed in 1901. In 1902 he was first dean of the law faculty and in 1908 acting rector of the UNA, before he became rector of this university in April 1912. As the successor to Fulgencio Ricardo Moreno , he became foreign minister for the first time in 1912 during the tenure of President Pedro Pablo Peña and held this ministerial office until he was replaced by Eusebio Ayala in 1912. He then replaced Ayala as foreign minister and held this post from 1912 to 1913 the term of office of President Eduardo Schaerer . As a representative of the Partido Liberal , he was both a member of the Chamber of Deputies (Cámara de Diputados) and the Senate (Senado) . In 1913, 1916 and 1919 he was President of the Supreme Court (Supremo Tribunal de Justicia) and in 1920 also President of the Senate.

During the tenure of President Manuel Gondra, Paiva held the office of Vice President from August 15, 1920 to October 29, 1921 and, after his resignation on October 29, 1921, temporarily assumed the office of President of Paraguay until November 7, 1921 . In 1923, 1934 and 1937 he was again Dean of the Law Faculty of the Universidad Nacional de Asunción.

After the resignation of President Rafael Franco , Paiva became his successor on August 16, 1937 and held this office until August 15, 1939, whereupon José Félix Estigarribia became his successor. During his tenure there came July 21, 1938 to sign the contract, which the Chaco War between Bolivia and Paraguay to the northern part of the deserted and economically uninteresting Gran Chaco ended.
