Elmar Məhərrəm oğlu Məmmədyarov (born July 2, 1960 in Baku ) is an Azerbaijani diplomat and politician.

Elmar Məmmədyarov studied international relations and international law at the University of Kiev from 1977 to 1982 , and from 1988 to 1991 at the Diplomatic Academy of the Ministry of Foreign Affairs of the USSR .

From 1982 to 1988 he worked in the Foreign Ministry of the USSR and, after the collapse of the Soviet Union, initially in the Protocol Department of the Azerbaijani Foreign Ministry. From 1992 to 1995 he worked in the Azerbaijani Mission to the United Nations in New York . He then returned to his home country and in 1998 went to the Azerbaijani representation in Washington as counselor . In 2003 he became ambassador to Italy . He held this office until his appointment as Foreign Minister on April 2, 2004.

Məmmədyarov is married and has two sons. In addition to Azerbaijani , he also speaks English , Russian and Turkish .
