Emmanuel Marie Louis de Noailles (born December 12, 1743 in Paris , † September 1822 in Maintenon ) was a French diplomat .

Emmanuel Marie Louis came from the Noailles house . He was the second son of Duke Louis de Noailles (1713–1793); the naturalist Paul-François de Noailles (1739-1824) was his older brother. In December 1762 he was appointed governor of Vannes , but opted for a diplomatic career. Under King Louis XV. he served as envoy to the Hanseatic cities from 1768 to 1770, as envoy to the Netherlands from 1771 to 1775, as ambassador to the United Kingdom from 1776 to 1783, and as ambassador to Austria from 1783 to 1792.
