The suffrage enacted by the British occupying power clearly favored the strongest party. The voter could directly elect up to three candidates in his constituency. According to the electoral law, 60% of the MPs were elected in constituencies and 40% via the district lists of the parties without compensation mandates being awarded. The right to vote thus had the character of majority voting rather than proportional representation .
The CDU was able to send more MPs to the district council thanks to the mandates it won directly than the FDP, although the Liberals had received more votes on balance.
