European Parliamentary Technology Assessment ( EPTA ) in Brussels is a network of technology assessment (TA) institutions that specialize in advising parliaments in Europe.

aims

The EPTA partners advise parliaments on the possible social, economic and environmental impacts of new sciences and technologies. The aim is to provide the highest quality impartial analysis and reports on developments such as: B. bioethics and biotechnology , public health , environmental and energy issues, information and communication technology , research and development . This activity is seen as a contribution to the democratic control of scientific and technical innovations. The roots go back to the 1970s in the Office of Technology Assessment (OTA) of the US Congress . EPTA promotes technology assessment (TA) as an integral part of policy formulation in the parliamentary decision-making process in Europe and strengthens the networking of European TA institutions.

History and organization

The network was formally established in 1990 on the initiative of the British Parliamentary Office of Science and Technology (POST) under the patronage of the then President of the European Parliament , Enrique Barón Crespo . The network has a light structure, led by the EPTA Council and meetings of the directors of the EPTA partner institutions. The EPTA Council is the decision-making body of the network and consists of members or representatives of the advisory boards of the respective EPTA member organization. The council decides on organizational issues such as membership issues. The presidency rotates annually between full members. The respective chair organization coordinates the activities of the network and hosts the annual EPTA conference, the meeting of the council and the meeting of the directors.

Members

Parliamentary TA is institutionalized in various ways: This ranges from permanent parliamentary committees for TA, to special TA institutions that are part of the respective parliamentary administration, to independent institutions that have a mandate as a permanent parliamentary advisory body. The members are European bodies that carry out TA studies for parliaments. Full membership can be granted to an organization operating in Europe that is dedicated to technology assessment or related issues, serves a (supra-national, national or regional) parliament, has its own budget and secretariat, and carries out a work program, including publications on scientific and technical topics. Associate members are TA institutions that have a TA program and the resources to implement it, but do not meet other criteria for full membership. Associates are involved in all EPTA activities, but are not represented in the EPTA Council. Other institutions interested in EPTA's work can be granted observer status.

activities

EPTA organizes annual conferences aimed at parliamentary representatives and actively promotes cooperation between its members, sometimes in the form of joint projects. On the EPTA homepage all TA projects of the member institutions are listed and summarized in an extensive database.
