The Foundation for Technology Assessment TA-Swiss (own spelling TA-SWISS ) is a competence center of the Swiss Academies of Arts and Sciences , whose mandate is set out in the federal law on research. TA-Swiss is an advisory body and is financed by the public purse. The abbreviation “TA”, which is used to describe the foundation's activities, stands for technology assessment .

The aim of TA-Swiss is to examine technological developments and to show possible social, legal and ethical effects of the new technologies. Another task is to promote debates on scientific and technological issues.

The recommendations that are developed in the context of the TA-Swiss projects serve as a contribution to decision-making and are intended for the Swiss Parliament , the Federal Council and the general public. Depending on the topic, other areas can also benefit from it, such as professional associations, companies, universities, interest groups or public administrations. In their function as information multipliers, the media are also regularly informed about the activities of TA-Swiss.

The activities of the Foundation for Technology Assessment can be divided into two methodical areas. On the one hand, the foundation commissions interdisciplinary, scientific studies; on the other hand, TA-Swiss carries out participatory projects with the involvement and participation of citizens. The thematic priorities of TA-Swiss are: biotechnology / medicine, information society and mobility / energy / climate.

history

TA-Swiss started its activity in 1992. On the basis of various parliamentary initiatives, the Federal Council instructed the Swiss Science Council to set up a Swiss system for technology assessment (TA) during an initial pilot phase of four years (1992–1995) .

In the message on the promotion of education, research and technology in the years 1996–1999, the Federal Council laid the foundations for institutional stability and the financing of TA in Switzerland. In 1999 the TA was enshrined in the Research Act. In this way, the Federal Council ensures the independence of the Foundation for Technology Assessment, which until 2007 was affiliated with the Swiss Science and Technology Council.

A change in the Research Act laid the legal basis for the incorporation of the TA-Swiss mandate into the Association of the Swiss Academies of Arts and Sciences . TA-Swiss has been a competence center of the Swiss Academies of Arts and Sciences since 2008. From a legal point of view, TA-SWISS has been a non-profit foundation since 2016 and is financed solely by public funds.

TA-Swiss is a member of the European Parliamentary Technology Assessment and the Network Technology Assessment (NTA)
