Vehicle settings register

In a national vehicle registration register, all railway vehicles from countries of the European Community that are subject to registration are registered with their individual code numbers in accordance with UIC leaflet 438. In Germany, the management of the national vehicle registration register is entrusted to the Federal Railway Authority (EBA).

Legal background

The basis for the establishment of the vehicle registration register is the First Act amending the General Railway Act of December 13, 2006. This in turn implements Article 14 Paragraph 4 of Directive 2001/16 / EC of the European Parliament and of the Council of March 19, 2001 on the interoperability of the conventional rail system.

Excerpt from the law: § 5 Paragraph 1e (AEG):
(1e) The federal government is responsible for keeping an official vehicle registration register, [...] The federal government performs this task through the federal authority responsible for railway supervision.

Section 25a (AEG) Vehicle Settings Register (
1) The purpose of the vehicle settings register is to provide the facilities named in Article 14 (4) of Directive 2001/16 / EC [...] with information about vehicles that have been approved for use. This includes, in particular, information on the requirements for commissioning and operation as well as the respective owner.

Procedure

The fee-based registration with the alphanumeric identification code (vehicle number) according to the specifications of UIC 438 takes place exclusively electronically using a web form on the Internet .

Meaning in practice

Since the law came into force, all newly commissioned vehicles have been recorded in the vehicle settings register. No commissioning authorization will be granted in Germany without proof of registration. Changes to the vehicle owner and other registered data as well as decommissioning of registered vehicles should be displayed. Existing vehicles can also be entered in the register upon request.

Such a register will be introduced in all other European countries. The procedure facilitates vehicle identification in the context of international rail traffic. The vehicle number enables a unique identification of a vehicle for railway undertakings (EVU), infrastructure operators and the government agencies that are responsible for approval, monitoring in operation, maintenance, handover and takeover between EVUs or infrastructure operators as well as compensation and accounting assignment .
