Finavia ( Finnish Ilmailulaitos Finavia , Swedish Luftfartsverket Finavia ) is currently the largest airport operator in the country with 25 of the 28 airports in Finland .

The first Finnish state centralized air traffic control ( Ilmailuhallitus ) began its service under Kaarlo J. Temmes on March 1, 1972. In 2006 the sovereign functions and commercial activities were separated. The sovereign functions were transferred to an air traffic authority, which is subordinate to the Ministry of Transport and Communication. The commercial activities remained with Finavia.
