foraus - Forum Foreign Policy - Forum de politique étrangère is a think tank on Swiss foreign policy . The association, based in Bern, is organized according to the grassroots principle and relies on the voluntary work of its members. These members are academics, students and young professionals who are active in a nationwide network of young academics and foreign policy enthusiasts. In voluntary work, you develop scientifically sound research that serves as recommendations for action for foreign policy decision-makers and the general public. The think tank also organizes and coordinates various events. Funding is guaranteed by membership fees and independent donations, which mainly come from foundations and private donors.

history

The association was founded in autumn 2009 by students from Zurich, Geneva and Bern. The idea came from the founding members Pablo Padrutt and Nicola Forster . foraus is also represented in university cities throughout Switzerland.

organization

In terms of content, the association is divided into eleven subject areas, each of which is headed by at least one program manager (programs: development policy ; Europe ; financial center ; peace and security ; diplomacy and international actors; science and tech ; migration ; gender ; environment , transport and energy ; international law and Asia ). In addition, there are foraus regional groups in university cities throughout Switzerland that support members locally in their work (Basel, Bern, Friborg, Geneva, Lausanne, Lucerne, Neuchâtel, St. Gallen, Zurich). Today more than ten employees coordinate the activities of foraus in two branches in Zurich and Geneva. Anna Stünzi has been the president of the association since November 2019. With over 1000 club members and an annual budget of 1.4 million Swiss francs, Foraus has “today a permanent role in the foreign policy debate”, writes Weltwoche . And: "Quite a few former Foraus researchers have switched to administration."

aims

The association aims to promote and enrich all aspects of Swiss foreign policy by providing a solid basis for decision-making and to encourage a constructive, open dialogue based on scientific research. Furthermore, the aim is to offer young people access to the foreign policy debate outside the traditional and often restrictive framework of party politics and science.

activities

Activities include the publication of discussion papers on all aspects of Swiss foreign policy and the organization of events as well as communication with the media, the public and the legislature.

Events

The association regularly organizes seminars, lectures, panel discussions and meetings with representatives from politics, diplomacy and think tanks . Guests such as former Federal Councilor Pascal Couchepin , former Federal Councilor Micheline Calmy-Rey , Federal Councilors Simonetta Sommaruga and Eveline Widmer-Schlumpf , Melissa Hathaway , US Ambassador Donald Beyer, FDFA State Secretary Yves Rossier and Nobel Prize laureate Joseph Stiglitz have already participated in foraus events .

Publications

Several times a year, scientific articles are written by the voluntary members of foraus and published on the association's platforms, whereby the authors choose and edit their topics independently. These discussion papers, brief analyzes and blogs each refer to a current and often controversial topic such as the deportation initiative of the SVP in 2010, the activities of the Swiss Agency for Development and Cooperation (SDC), or the response of the federal government to international events such as the revaluation of Palestine to the UN observer state.

Policy Kitchen

Policy Kitchen is an innovation platform developed by foraus for recommendations on foreign policy. The platform creates a low-threshold, location-independent participation process and thus enables a diverse network of thinkers to find creative solutions for urgent international challenges. The recommendations for action developed in this way are then communicated to decision-makers and the media. With the help of Policy Kitchen and in collaboration with the Open Think Tank Network , scientifically sound papers were written. Policy Kitchen makes the developed open source software available to other actors and offers support with the implementation of participatory processes. Policy Kitchen is supported by Engagement Migros .

Open Think Tank Network

The Open Think Tank Network consists of various grassroots think tanks that deal with current issues in the field of foreign policy and international politics. According to their own declaration, the members of the network want to develop constructive , coherent and future- oriented political solutions with the aim of promoting an open and inclusive culture of discussion. The goal of the network is to network think tankers from all over the world and to make the think tank business more participatory, integrative and innovative with the help of new, digital means, such as the crowdsourcing software Policy Kitchen. The network currently consists of Polis180 in Germany, Argo in France, Agora in England, Ponto in Austria and foraus in Switzerland.

Managing directors

Lukas Hupfer has been the director of the two offices in Geneva and Zurich since April 2018. He has extensive experience in foreign policy, both academically and professionally. After studying at SciencesPo Paris, the Sorbonne-Paris IV and the University of Bern, he worked for the Federal Department of Foreign Affairs in Bern and Hebron for 5 years.
