biography

Francis Howard was born in early September 1643 to Sir Charles Howard († 1672/73) and baptized on September 17, 1643. He was the great-great-nephew 2nd degree of the 3rd Earl of Nottingham and 5th Baron Howard of Effingham and his next male agnate as the great-great-grandson of a younger brother of the 1st Earl of Nottingham and 2nd Baron Howard of Effingham.

Francis Howard was politically a supporter of the Whig Party . When his great-great-great-uncle 2nd degree, 3rd Earl of Nottingham , died in 1681 with no direct male descendants, his title Earl of Nottingham expired and his subordinate title Baron Howard of Effingham fell to Francis Howard. A hereditary seat in the English House of Lords was associated with the baron dignity . From 1683 to 1693 he represented the English crown as governor of the colony of Virginia , which at that time included not only the present-day American state of Virginia, but also the areas of the present-day states of West Virginia , North and South Carolina . He was therefore only able to actually take up his seat in the House of Lords on May 3, 1689 during a visit to England.

Francis Howard was married twice. In 1673 he had taken Philadelphia Pelham (1654-1683) as his wife. After her death he married Susan Felton in 1689 during his stay in England. Two years after his return to England, he died on March 30, 1695 and was buried in Lingfield. His widow survived him for a long time and did not die until December 11, 1726.
