Francisco Freitas (born July 15, 1933 in Osso-Messa, Bualale , Baucau , Portuguese Timor ; † June 25, 2019 in Buibau , Baucau, East Timor ), battle name Loi Kati , was an East Timorese independence activist.

From 1975 to 1978 Freitas took part in the liberation struggle against the Indonesians , but was an assistant to a liberation zone and not a fighter. From 1979 he was responsible for the till of the Milícia Popular de Libertação Nacional (MIPLIN). In 1981 MIPLIN became Consellu Revolusionáriu Rezisténsia Nasionál (CRRN). In 1983, Freitas was captured by the Indonesians and spent the following years in prison. Freedom again 1986 immediately took over his old responsibility for finances. In 1987 the Conselho Nacional de Resistência Mauchte (CNRM) was founded and in 1998 it was renamed the Conselho Nacional de Resistência Timorense (CNRT). Freita's role in these organizations remained the same. He managed the finances of the resistance in East Timor until 1999.

From 2005 to 2009, Freitas was Bualale's Chefe de Suco . In 2006 he received the Order of Nicolau Lobato for his services in the resistance .
