He worked as a lawyer and was a member of the National Assembly during the regime of theEstado NovoofSalazar.

In May 1974, after the so-called Carnation Revolution , Sá Carneiro founded the Partido Popular Democrata (PPD), which later became the Social Democratic Party (PSD). Together with Francisco Pinto Balsemão and José Magalhães Mota, he was elected the party's first general secretary.

He was appointed minister without portfolio in several governments and was a member of the Constituent Assembly and the later parliament as well as a professor at the University of Lisbon .

In November 1977 he resigned from his position as party leader, but was re-elected to this function in 1978.

At the end of 1979 he played a major role in founding the Aliança Democrática , which was a merger of his PPD / PSD, the Christian party Centro Democrático e Social - Partido Popular by Diogo Freitas do Amaral , the monarchist Partido Popular Monárquico by Gonçalo Ribeiro Telles , as well some independents. The alliance won the 1979 elections with an absolute majority. General António Ramalho Eanes, the President of the Republic, asked him to run for Prime Minister's office. He took up this position on January 3, 1980.

Francisco Sá Carneiro died on the night of December 4, 1980 when his plane crashed over the Lisbon suburb of Camarate on the way from Lisbon to Porto . The defense minister, Adelino Amaro da Costa , his partner Snu Abecassis , several advisors and the aircraft's captain and copilot died with him . It could never be clarified whether the crash was due to technical defects or an assassination attempt.
