Frank Blackmore ( February 16, 1916 - June 5, 2008 ) was a British aviator and transportation engineer . He was in charge of the further development of the regulations on roundabouts , which overcame the capacity and safety problems in these and increased their use and awareness around the world - and subsequently also the mini roundabout .

Blackmore was born in Fort National, Algeria , in 1916 , where his father served as a missionary . Together with his sisters Lorna and Violette and his brother William, he later moved to Lausanne , the country of his mother's birth, in Switzerland , where he studied civil engineering until he moved to Great Britain in 1936 and began working as a councilor in Colchester . After the outbreak of World War II , he joined the Royal Air Force, where he was awarded the Air Force Cross for his emergency landing at Ardnamurchan Point . He rose to the rank of Wing Commander and stayed with the Royal Air Force until 1959 .

In 1960 he moved to the Transport Research Laboratory (TRL), the laboratory for traffic research. During his time at the TRL, he had various ideas for improving the flow of traffic at intersections: in particular the traffic rules for roundabouts and the mini-roundabout, which was officially included in the British road regulations in 1975.

Blackmore was honored with the Order of the British Empire in 1976. He left the TRL in 1980. After his retirement he continued to work as a consultant in Bangkok , Baghdad , and California .

Blackmore died on June 5, 2008, leaving two daughters and one son. His first wife, Ginon Dufour, died of tuberculosis in 1942 . his second marriage to Eva Johnson was dissolved in 1969.
