Frank Kilian grew up in Geisenheim and completed an apprenticeship as an administrative clerk and did the preparatory service for the senior civil servant career at the state capital Wiesbaden . In 2010, Kilian was elected mayor of Geisenheim as a non-party candidate after his predecessor Manfred Federhen no longer ran for re-election. He won re-election in 2016 without any opponents.

After Burkhard Albers no longer ran for re-election as district administrator in the Rheingau-Taunus district , Frank Kilian ran as an independent candidate in the district election on February 5, 2017, which he won with an absolute majority ahead of the CDU candidate.
