Verwaltungsfachangestellte (VFA) are trained professionals of the public service in Germany. They work in the administrative authorities of the federal government , the federal states , the municipalities , other public corporations , and less often in church administrations of the Protestant or Catholic Church. There they work as clerks or office clerks ( federal administration ). Since administrative clerks often perform sovereign tasks in the public service, they function as public officials according to § 11 No. 2 StGB ( civil servants in the liability and criminal law sense; however, they are not civil servants within the meaning of Article 33 (4 ) GG ).

Administrative clerk is a recognized training occupation according to the Vocational Training Act (BBiG). Primarily legal subjects such as private , municipal and state law as well as budget law are taught. In the vocational school blocks, German , English , social studies , administrative action / administrative law , administrative business administration , accounting , word processing and possibly religion and sport are also taught.

Exams and grading

An intermediate examination (two written examinations of 60 minutes each) takes place in the middle of the second year of training . The intermediate exam can happen to contain two of three exam areas:

The grading at the vocational schools is based on the regular six-stage grading system from very good to unsatisfactory. The training ends with a final exam lasting several days at the respective study institute. This consists of four written exams of 90 to 135 minutes each (depending on the subject) in law subjects and, if necessary, a commercial subject and a practical test (usually a role play of a subject in regulatory or social law) of around 40 minutes, including preparation. The training is deemed to be completed on the day of the practical test, provided that it is passed. An acquittal as in other professions is not necessary. An exception to this is the Free State of Bavaria, in which, according to the Bavarian Administrative School, the training is completed when the examination certificate is sent.

After the education

After their training, administrative clerks are usually employed as office clerks in a department of the respective administration. Your remuneration is based on the collective agreements applicable to the authority ( collective agreement for the public service (TVöD), collective agreement for the public service of the federal states (TV-L) or the federal employee collective agreement (BAT)). Administrative clerks are not necessarily committed to work in the public service. The job of administrative clerk also includes commercial training content, depending on the subject. Promotion opportunities

After a minimum period of at least one, but mostly three years, an administrative clerk can apply for an advancement course (salaried employee course II) in his or her office or its division .
