Bundeswehr service center

A Bundeswehr Service Center ( BwDLZ ), site administration ( StOV ) until the end of 2006 , is a local authority (lower federal authority ) that is subordinate to the Federal Office for Infrastructure, Environmental Protection and Services of the Bundeswehr and belongs to the division of the Federal Ministry of Defense . The currently 42 Bundeswehr service centers with numerous branch offices ("location service") are distributed throughout Germany.

tasks

The Bundeswehr Service Center is responsible for the direct support and supply of the armed forces and civil services at several Bundeswehr locations in terms of personnel, finance and material.

The tasks of the Bundeswehr Service Center include:

  • the recruitment, personnel management and support of civilian employees and trainees in the site area,
  • social counseling and social work ( Bundeswehr Social Service ),
  • the procurement of consumables and durables for the armed forces ,
  • the award of contracts (services and services in kind, e.g. repair contracts) to the commercial sector and in particular
  • the provision, administration, care and maintenance of properties for use by the armed forces or the armaments sector ( facility management ),
  • responsibility for compliance with environmental protection measures on and in the properties handed over to management
  • responsibility for occupational safety and preventive fire protection in technical and commercial buildings
  • the troop administration, accounting and paying agent tasks as well
  • advising the military services on financial and budgetary issues
  • the practical training of civil servants in the middle and upper non-technical service, as well as that of administrative clerks and other training professions recognized under the Vocational Training Act (BBiG).

Location service

The Bundeswehr service centers can have one or more branch offices called Site Services to ensure the support of Bundeswehr properties and services on site. The following areas can be found in these:

  • Budget officer
  • Property management
  • Technical building management
  • Terrain support service

history

Until December 31, 2006, the Bundeswehr service centers were called "location administrations". These were subordinate to local authorities of the territorial defense administration of the Bundeswehr and the defense area administrations (intermediate authorities). The site administrations were responsible for the direct care and supply of the armed forces and civil services at one or more sites of the Bundeswehr in terms of personnel and material.

Since January 2007 the former site administrations (StOV) have been converted into Bundeswehr service centers. The tasks of site administration and troop administration were brought together in two organizational steps in one office. The troop administrations were separated from the respective military department, the head of the troop administration no longer reports directly to the commander of the economic troop section. The last site administration ( Roth ) was converted in August 2007. The background to the change was the reduction in civilian personnel in the Bundeswehr (from over 100,000 in mid-2007 to a planned 75,000 for the end of 2010). In addition, the former site administrations had lost important tasks (e.g. through privatization in the clothing industry, massive restructuring in the catering area).

The troop administrations, which were located directly at the headquarters of the Bundeswehr Service Center or in its immediate vicinity, were integrated directly into the Bundeswehr Service Center (finance department) from May 1, 2007. The troop administrations, which are further away from the Bundeswehr service center, now form branch offices of the Bundeswehr service centers with the district administrations (property management) as so-called "location services". In the clothing sector, however, there were still residual tasks at the Bundeswehr service centers. The privatization of the catering area through catering failed in 2007 when the contract with the service company Dussmann was terminated .
