Radio operating certificate (mobile maritime radio service)
As a prerequisite for participating in maritime or inland waterway radio , or operating a marine radio station or coast radio station , the legislature prescribes possession of a personal radio operating certificate . The radio operating certificates are internationally uniform.
Marine radio certificates
The following international radio operating certificates are currently being issued with the following areas of validity:
Scope | Commercial shipping | Recreational boating | |
---|---|---|---|
Marine radio | only VHF radio | ROC - Restricted Operator's Certificate | SRC - Short Range Certificate |
VHF, GW and KW radio, as well as marine radio via satellite |
GOC - General Operator's Certificate | LRC - Long Range Certificate | |
Inland waterway radio (VHF) | VHF radiotelephony certificate for inland waterway radio ( UBI ) |
The marine radio certificates GOC, ROC, LRC and SRC entitle the holder to participate in the global marine emergency and safety radio system ( GMDSS ) including the use of a DSC controller.
The two restricted marine radio certificates ROC and SRC only apply to VHF radio. This limits the range for a digital call to around 60 nm and for voice radio to around 30 nm. With GOC or LRC, global radio communication is possible via border and shortwave and satellite. The use of Navtex and satellite-based distress beacons ( EPIRB ) is not restricted .
The internationally superior GMDSS marine radio certificates “First-class radio electronic certificate” and “Second-class radio electronic certificate” (see ITU Radio Regulations , Vol. 1 p. 382 No. 47.20 & 47.21) are issued by the competent authority in Germany ( BSH ) not issued. If this certificate is required, it must be obtained in another country.
Old German marine radio certificates
The following marine radio certificates are no longer issued, but remain valid. They can be used in all cases for pure radio communication (radio systems without GMDSS). Some of them can be rewritten.

Marine radio certificates in Austria
In Austria, the highest telecommunications authority of the Federal Ministry for Transport, Innovation and Technology ( BMVIT ) is responsible for the recognition of non-EU marine radio certificates for the Austrian legal area. In Austria, ship radio products are only available from Fernmeldebüro f. Vienna, Lower Austria a. Bgld, this after an official oral and written examination, issued. Courses are only run by private institutions. (see bmvit.gv.at)
