VHF radiotelephony certificate for inland waterway radio (UBI)

The VHF radio communication certificate for inland navigation (abbreviation: UBI ) is an official certificate and authorizes the operation of VHF radio systems in inland navigation . As soon as a VHF radio system is available, it is - contrary to popular assumption - irrelevant whether the system is used or not: its mere presence on board requires that a person has a VHF radio communication certificate for inland navigation.

The facts can only be inferred indirectly from the relevant legal provisions. Section 4.05 No. 4 Inland Waterways Regulations (BinSchStrO) stipulates that "every vehicle equipped with a radio communication system [...] must report" . Furthermore, § 4 of the Inland Navigation Radiotelephone Ordinance (BinSchSprFunkV) states that the operation of a ship radio station must be carried out or supervised by a person who has a radiotelephony certificate for inland navigation radio.

The VHF certificate for the Inland Waterways according to the regional arrangement concerning the inland waterways for both the professional as well as for recreational boating valid. The certificate is recognized internationally. In Germany, the examination for obtaining the certificate is - in contrast to the restricted radio operating certificate for the operation of marine radio systems (Short Range Certificate [SRC]) - only in German. A minimum age of 15 years is required.

During the test, u. a. a questionnaire with 22 questions from a total of 130 questions can be answered in a multiple-choice procedure . At least 17 of the 22 questions must be answered correctly within 60 minutes.

Holders of the SRC , LRC , GOC and ROC are waived parts of the exam.

The UBI is issued by the WSV's specialist office for traffic engineering . The exams for pleasure boaters are carried out by the DSV and the DMYV , which the UBI also issue on behalf of the authorities.
