The certificate of expertise for distress signals ( FKN ) according to § 1 paragraph 2 sentence 2 of the 1st Explosives Ordinance entitles the holder to buy pyrotechnic distress signals of subclass T2, use them and transport them on watercraft. The European Agreement on the International Carriage of Dangerous Goods by Road (ADR) applies to road transport (e.g. to fill up the signals ). A sports boat license is required to acquire the FKN .

Acquisition

In order to provide proof of specialist knowledge, an examination must be taken at the German Sailing Association (DSV) or the German Motor Yacht Association (DMYV). On the day of the examination, the applicant must be at least 16 years old and in possession of a sport boat driving license for the lake , the sport boat driving license inland or another recognized certificate of proficiency in driving water sports vehicles.

The exam consists of a theoretical and a practical part. In the theoretical part, a questionnaire with 15 questions from the 60-question catalog of questions and answers of the association responsible for the examination must be answered. The question and answer catalogs of DSV and DMYV differ slightly (cf. questions 5, 27, 28, 38 and 56). In the practical part, the safe handling of distress signals must be demonstrated. This includes the professional handling of

  • Parachute signal rockets (red)
  • Smoke torches (orange) or hand torches (red)
  • Smoke signals (orange / can)
  • Signal heads with magazine or drum
  • not ignited signal means.

The exam is often taken along with the boating license exam. However, it can also be taken at any time after passing the exam for the boat license.

Boat schools offer fee-based courses to prepare for the exam.

In the past, a certificate of competence for signaling devices and signal weapons was confirmed with an examination certificate (small card in the same format as the sports boat license), and later with a stamp in the sports boat license. Today a separate certificate (see above) will be handed out again after passing the technical examination.

Qualification

The FKN - called "Knallschein" or "Pyroschein" in sport boat jargon - allows the owner to purchase and transport pyrotechnic distress signals of subclass T2 and to use them. The subclass T2 differs from the subclass T1 in that there are no restrictions on the burn time or the amount of set, i.e. for the amount of the propellant and effect set used in the signaling device. It is expected that the water police will in future also increasingly check the charterers of yachts to see whether they have the “Pyro license” or not. If signals are on board and there is no pyro certificate, fines can be imposed.

The FKN also authorizes the charter of a yacht with a signal weapon . The charter company must hand over the gun ownership card to the charterer for the duration of the trip.

Anyone who wants to buy and own a signal weapon must have a weapon possession card. The prerequisite for receiving the weapon possession card is, on the one hand, proof of competence for distress signals according to the weapons and explosives law (SKN) and, on the other hand, proof of a need. The certificate of competence is provided in an examination; the FKN is not sufficient as proof of competence. The need for a gun ownership card usually arises when someone owns a boat or ship. Because of the difference between a certificate of expertise and a certificate of expertise, the certificate of expertise is sometimes also referred to as a "small" and the certificate of expertise as a "large pyro certificate".
