The sports boat license with the scope of inland waterways ( SBF inland for short ) is the official license to drive a sports boat on federal waterways within the scope of the inland waterway regulations .

A pleasure craft is a non-commercially used vehicle of less than 20 meters in length, measured without oars and bowsprit (on the Rhine less than 15 meters in length), with the exception of vehicles that are moved by muscle power or with a sail of no more than 6 m² . Pleasure craft with a propulsion engine with a maximum net power of 11.03 kW (15 hp) that cannot be exceeded are exempt from the requirement to have a driving license. On the Rhine, the limit is 3.68 kW (5 PS). The SBF inland is granted for propulsion engines and sails; Both types of drive are certified in a joint document.

The SBF Binnen Segel is only required on the inland waterways listed in Appendix 2 of the SportbootFüV-Bin (Havel-Oder waterway, Untere-Havel waterway, Spree-Oder waterway). On May 1, 2012, the sport boat license inland for the surfboard was canceled without replacement. In the future, a driver's license will no longer be required to use sailing surfboards on inland waterways, as will the special driving license requirement in Berlin. Outside of the inland waterways mentioned, there is no nationally regulated driving license requirement for sailing boats without a motor in Germany. There are driving license requirements regulated by state law - also outside of federal waterways, for example on inland lakes - for example for the waters in Berlin (from 6 m² sail area). For Constance is m² sail area or more than 4.4 kW (6 PS) which for pleasure boats from 12 Bodenseeschifferpatent prescribed A and D respectively. In addition, it is up to the owners (e.g. municipality) of a body of water to issue a driver's license. In addition, many commercial boat rental companies require the presentation of a driver's license regardless of any legal obligation.

The driving licenses issued up to December 31, 1997 were only valid for boats with a displacement of up to 15 tons. This restriction has also been lifted for old driver's licenses. For boats with a length (without bowsprit) from 20 m to 25 m is Sport Schiffer certificate required for boats with a length (without bowsprit) from 15 m to 25 m on the Rhine is a sports Patent necessary.

Exam parts

Theoretical exam

  • Basic questions: shipping law, seamanship , meteorology in general
  • specific questions inland
  • specific questions sailing (only for sails)

Since May 1, 2012, a catalog of questions has been in effect for the theoretical part consisting of 72 basic questions, 181 specific questions inland and 47 specific questions on sailing. Of the catalog, which comprises a total of 300 questions, the basic questions correspond to those of the lake sports boat license .

From the catalog there are 15 different questionnaires with 30 questions each for checking the driving license only under engine, 15 further different questionnaires with 25 questions each for checking the driving license only under sails, as well as an additional 15 different questionnaires with seven questions each for the supplementary test sailing to the sports boat license Formed inside under the engine, one of which is to be processed accordingly in the test. It is a multiple-choice answer option with a choice of four answers, only one of which is correct.

The time available for answering is 45 minutes for the test under engine only (a maximum of six incorrect answers), 60 minutes for the test under engine and sails (maximum of eight incorrect answers), and 15 minutes for the additional test under sailing alone if the sports boat driver's license is already available under the engine (maximum of two incorrect answers). An oral examination is only possible in exceptional cases upon prior application; an oral re-examination is not possible.

Practical exam

The practical test consists of various maneuvers ( casting off and mooring on the jetty or on the buoy , turning , jibing , buoy overboard (for sailors: with Q-turning , if necessary turning and setting / retrieving sails )), driving different courses to the wind and nautical knots ( eight knots , round turn with two half-teats , square knots , single and double sheet stems , bowline , stopper , loom loom , loom loin on slip, covering on a cleat with head blow ). For each maneuver or each knot, the examinee has two attempts, which he has to pass completely with "sufficient result".

Both parts of the exam (theory and practice) can be taken together or separately, provided they are not more than twelve months apart.

Holders of the sports boat driving license for see are exempted from the practical test in machine propulsion and part of the questionnaire, so that the theoretical test for these candidates only takes 35 minutes. Holders of the Sportküstenschifferschein or the Sportseeschifferschein will not have to take the practical test for propulsion under sail. Lake Constance skipper patents A and D can be converted into the corresponding sports boat license without further examination.

New version of the sport boat license ordinance 2017

On May 10, 2017, the new sport boat driving license ordinance (SpFV) came into force, replacing the previous sport boat driving license regulations inland and sea. In addition, instead of the two SBF inland and sea driving licenses, there will only be a sport boat driving license ( Appendix 1 SpFV). The respective areas of application - inland waterways and / or sea waterways - are noted on this ( Sections 3 and 4 SpFV). Additional regulations are intended to facilitate the acquisition of a sports boat license:

  • the practical and engine partial exams can be taken at different locations
  • the application for admission to the examination only has to be submitted one week before the examination date
  • Exams for the sports boat license are also possible abroad (previously this did not apply to the SBF See)
  • a legal definition of the term sport boat has been included

Since January 1, 2018, the driver's license has also been issued in credit card format, which is sent within 10 days of passing the test.
