Bodenseeschifferpatent (BSP) is the common name, also officially used in Germany , for the authorization to drive a vehicle subject to a patent on Lake Constance . In Switzerland only the name Schifferpatent is officially used, in Austria with the addition " for Lake Constance ". According to the ordinance on shipping on Lake Constance issued identically by the three states, vehicles with a machine drive with an engine output of more than 4.4 kW and sailing vehicles with a sail area of ​​more than 12 m² are subject to a patent.

The Lake Constance skipper's license is granted in Germany by the states of Baden-Württemberg and Bavaria and can be converted into the official sport boat driving license inland , which entitles the holder to use inland waterways , without having to take any tests . The legal basis for the patent is § 3 of the German ordinance of the Ministry of Transport introducing the Lake Constance Shipping Regulations (EinfVO-BSO).

In Switzerland, on the other hand, the cantons issue a skipper 's license valid for all Swiss waters , which is also valid as a skipper 's license on Lake Constance.

Categories

The skipper's license is granted in different categories:

  • Category A: for vehicles with machine drive over 4.4 kW (6 HP), unless they fall under categories B and C.
  • Category B: for passenger ships
  • Category C: for cargo ships and floating equipment with their own propulsion
  • Category D: for sailing vehicles with a sail area of ​​over 12 m²

The driver of a sailing vessel with an engine of more than 4.4 kW must be the holder of a category A and D patent. Passenger ships that are approved for a maximum of 12 people can also be operated with a boatman's license of category A or D. The minimum age for this is 21 years.

  • Passing the practical and theoretical exam

In order to acquire a patent in categories B or C, proof of driving times on corresponding vehicles is also required, a certain proportion of which is on Lake Constance.

Upper Rhine

In order to be authorized to drive vehicles on the routes of the Upper Rhine (from Stein am Rhein to Schaffhausen ), a separate theoretical and practical extension test for the Lake Constance skipper's license (category H) must be taken.

  • Germany: The examination for the Lake Constance skipper's license must be taken before the examination board at one of the district offices of Konstanz , Bodenseekreis Friedrichshafen , Stuttgart or Lindau . For this purpose, both a theoretical examination in the multiple-choice procedure and a practical examination must be taken. Owners of the sport boat license inland under sail or the sport coastal boat license are exempt from the practical sailing test and the sailing questions of the theoretical test. Owners of the sport boat driving license inland (or sea) under motor are waived the practical motor boat test. Conversely, holders of a Lake Constance skipper's license can apply for a corresponding sport boat license inland (for a small fee) without further examination.
  • Austria: In Austria, the exam is taken at the Bregenz district administration.
  • Switzerland: The skipper's license is nationally identical, so the requirements are the same throughout Switzerland. A theory test in multiple-choice procedure and a practical test on the type of ship in the category for which the candidate wishes to acquire a certificate must be taken. The exams are carried out by the cantonal shipping authorities. If the exam is not taken in the canton of residence, a corresponding application is required - except for residents of the cantons of Appenzell or the Principality of Liechtenstein, as these have no navigable waters.

Holders of an official certificate of qualification from a Lake Constance shore state that is not valid on Lake Constance can apply for a holiday permit for a period of one month once a year. A division into several dates is not possible.
