The radio operating certificate with limited validity (abbreviation: SRC , from English Short Range Certificate ) is a German radio operating certificate .

The radio operating certificate, with its limited validity, entitles the holder to participate in the mobile marine radio service on VHF on pleasure boats and on ships that are not subject to radio equipment requirements. It includes the operation of sea radio set to FM and Safety Systems ( GMDSS one), but not the operation of ship radio filters (internal wireless), ie of radio stations on the inland waterways. The adjective restricted refers to the type of radio equipment (VHF), not to a regional or time restriction.

The SRC is mandatory for the skipper as soon as a VHF radio system is on board. In contrast to the official sports boat license, it is not sufficient that only the skipper is in possession of the radio operating certificate; everyone who operates the marine radio station must have the appropriate radio operating certificate.

Requirements and exam

Requirements for acquiring the SRC in Germany are a minimum age of 15 years and passing the examination before an official examination board.

The examination is held by an examination committee of the DMYV or DSV . The exam consists of three theoretical parts and a practical part. The theoretical and practical part requires a basic knowledge of the English language and a command of English technical terms that are common in practical radio communications.

Within 60 minutes, the theoretical part must:

  • One of twelve questionnaires with 24 questions from a catalog of 180 questions are answered in writing (30 minutes)
  • A message dictated in English is correctly recorded and translated into German; the text of the report comes from a collection of 27 texts that are known before the examination. (15 minutes)
  • Another message from the 27 texts will be translated from German into English in writing. (15 minutes)

The practical part consists of compulsory tasks (handling of emergency and urgency traffic, each as DSC and voice transmission) and other tasks from the areas of security traffic, routine traffic, handling the radio and the like. The control of radio traffic is checked according to the WRC-07 scheme.

The theoretical part of the examination is considered passed if at least 19 out of 24 achievable points have been achieved within 30 minutes while processing the questionnaire presented in the examination. The entire examination must be completed within six months - the period from the first partial examination to the last - otherwise, examination parts that have already been passed expire. The repetition of a failed part of the examination or a failed examination is possible no earlier than seven days before the same examination board.

Validity and international recognition

The radio operating certificate, which has limited validity, is internationally valid for radio operations on board ships flying the German flag. Since the testimony of the requirements for a Short Range Certificate 47 of the purposes of Article Radio Regulations ( ITU Radio Regulations ) and in addition the requirements of Recommendation 31-04 of CEPT met, it should be recognized internationally for ships not flying their flag. However, the rules of the flag state are always decisive for recognition (e.g. SRC of the British Royal Yachting Association for ships flying the German flag are only recognized after passing an adaptation test).
