The group of eight plus five consists of the members of the former group of eight ( United States , Japan , Germany , United Kingdom , France , Italy , Canada and Russia ) as well as the five most important emerging countries G5 ( People's Republic of China , Brazil , India , Mexico and South Africa (status as an emerging country controversial, counted among the industrialized countries by the EU and the UN ) - the so-called outreach countries .

The G8 + 5 was founded in 2005 under Tony Blair's G8 presidency . He invited the heads of state of the five emerging countries to the G8 summit in Gleneagles . He hoped that this would give the summit a broader democratic legitimation and more effective cooperation on climate protection .

On February 24, 2006, the G8 + 5 Climate Change Dialogue took place for the first time . It is organized by the organization GLOBE International and serves as a forum for discussions about climate protection. On February 16, 2007, a (non-binding) document on the active fight against global warming was adopted at a meeting of the forum in Washington, DC . In it, the group confirmed that human-made climate change exists and that it must be combated. There should also be a global system for reducing CO 2 emissions. This agreement is to be laid down in a successor to the Kyoto Protocol around 2009 .

At the G8 summit in Heiligendamm in 2007 , Angela Merkel announced the Heiligendamm Process , which provides for a stronger and permanent involvement of the emerging countries in the discussion on climate protection. This will put an end to the recurring speculation that the G8 will be expanded to include a G9 or G13.
