Gail C. McDonald

Gail Clements McDonald (born March 9, 1944 in Fort Worth , Texas) is an American government official. From 1993 to 1995 she was chairman of the American regulatory authority Interstate Commerce Commission .

Life

From September 1962 to June 1964, she attended Mississippi State College for Women . She then studied for a year at the Institute for European Studies and from September 1965 to August 1967 at Texas Christian University . She received her Bachelor of Arts in English and History in 1966 and her Master of Arts in 20th Century American History in 1967 . From 1969 to 1975 she took various courses at the University of Texas , Oklahoma State University and the University of Tulsa .

From 1967 to 1974 she taught at Cooke County Junior College in Gainesville, Texas , Langston University and Oklahoma State University . Gail McDonald then served as Education and Culture Advisor to Oklahoma Governor David L. Boren from 1975 to 1978 . From January to June 1979 she was active in his election campaign for senator. She then worked as a personal assistant with the Oklahoma Corporation Commission. In 1982 she moved to Washington DC to the Gas Research Institute , where she was director.

On August 3, 1990, she nominated President George HW Bush for the vacant seat of Paul H. Lamboley on the Interstate Commerce Commission. After being confirmed by the US Senate, she took her oath of office on October 5, 1990. After the resignation of Edward J. Philbin , she took over the management of this regulatory authority on February 5, 1993. On March 22, 1995, she was replaced in this office by Linda J. Morgan . During McDonald’s tenure, the Senate decided in June 1994 to cut a large part of the authority’s annual budget, which in fact amounted to the dissolution of the authority. The line was then drawn by Congress the following year with the ICC Termination Act . Her regular term of office ended on December 31, 1994, and Gail C. McDonald remained in office until October 13, 1995.

From 1996 to 1998, she was the first female director of the Saint Lawrence Seaway Development Corporation , a Department of Transportation agency. In 1999 she was appointed to the board of directors of the Injured Workers Insurance Fund by Maryland Governor Parris Glendening . She was also the national ombudsman for the Small Business Administration . From 2001 through 2004 she was a member of the Maryland Public Service Commission . She then worked for the State Ports Authority in North Carolina until 2006 . This was followed by employment as an ombudsman for small and medium-sized enterprises at the North Carolina Department of Commerce.

She has served on the governing boards of the Accokeek Foundation and the American Indian Institute .
