Community of non-recognized states
The Community of Non-Recognized States ( Russian Содружество непризнанных государств ), also Community for Democracy and the Right of Nations (CDRN) is an amalgamation of the after the collapse of the Soviet Union , but from the majority of the international community unrecognized de facto regime of Abkhazia , South Ossetia , Transnistria and - in looser form - Artsakh .
Because of its unofficial name, the community is abbreviated as СНГ (SNG) in Russian, like the official Commonwealth of Independent States , but СНГ-II (SNG-2) for differentiation. The vice spokesman of the Duma, Sergei Baburin , also called the alliance in 2006 "ANTI GUAM " .
Membership and position of Arzach
The association, officially designated by the four participating republics as the Community for Democracy and the Rights of the Peoples (Russian: Сообщество "За демократию и права народов") was founded in 2001 in the capital of the capital, Stepanakert . The Republic of Artsakh itself initially left the community in 2004, but took part in its work again from 2007. The political elite of Arzach does not want to position itself clearly pro-Russian, therefore Arzach has an ambivalent position towards the alliance. The Arzachian Parliament does not participate in the Parliamentary Assembly of the Community of Non-Recognized States.
Isolated recognitions
Since August 2008, two of the four states - Abkhazia and South Ossetia - have been officially recognized by Russia , Nicaragua , Venezuela and Nauru . Both were also recognized by Tuvalu from 2011 to 2014, and Abkhazia by Vanuatu in the same period . The autonomous republic of Gagauzia , which belongs to the Republic of Moldova, has also recognized South Ossetia and Abkhazia.
Arzach welcomed the recognition of South Ossetia and Abkhazia by Russia, but the Russian government made it clear that the Arzach case was different and that a recognition of Arzach was therefore initially out of the question. Even Armenia , without whose military support, Artsakh would not have been able to break away from Azerbaijan and declare it independent, has not officially recognized Artsakh, but wants to keep this option open.
The government of South Ossetia is attempting to increase the importance of the small country for Russia through a more active foreign policy in the CIS region .
