history

The General Public Prosecutor's Office in Hamm came into being as a result of the recommendations of a large legal conference on October 14, 1848 in Hamm, which dealt with the reform of the legal system at the time, initially as a senior public prosecutor's office. The Prussian King Friedrich Wilhelm IV laid down their recommendation in Articles 92 and 93 of the new Prussian constitution of December 5, 1848. This included the introduction of the principles of publicity and orality, as well as jury courts. In the following year, on January 2, 1849, the organization of the judicial authorities was reorganized. A second ordinance of January 3, 1849 gave new legal provisions for criminal procedure and the organization and activities of the public prosecutor's offices. With this ordinance, jury courts were also introduced in Prussia .

A senior public prosecutor was therefore appointed for each appellate court and a public prosecutor was appointed for the district or city courts . On April 1, 1849, the first senior public prosecutor, Graßhof, took office in Hamm. Like his two successors, he did it alone. It was not until 1879 that the number of posts doubled to two public prosecutors. This was the result of the amalgamation of the four Westphalian appellate courts of Arnsberg , Hamm, Münster and Paderborn to form the Westphalian Higher Regional Court in Hamm . A third office was set up as early as 1892, as the OLG Hamm also expanded during this time. With the steady growth of the OLG, further public prosecutors and officials assigned to them were added.

Today, the General Public Prosecutor in Hamm, headed by the incumbent Attorney General Petra Hermes, has a total of 99 employees. Of these, two senior public prosecutors, four senior public prosecutors, six senior public prosecutors, 7 public prosecutors and 14 judicial officers . In the district of the General Public Prosecutor's Office in Hamm, the public prosecutor's offices employ around 2,000 people, including around 520 public prosecutors and 160 public prosecutors . Around 550,000 preliminary investigations are processed in the entire district annually , of which around 65,000 cases are brought before legal action . A penalty warrant is requested in around 50,000 cases (as of 2017).
