Society for the Law of the Sea of the GDR
The Society for the Law of the Sea of the GDR (1972–1990), also referred to in its letterhead as the Association for Maritime Law of the German Democratic Republic , was founded on June 22, 1972 in Rostock as an association for the promotion of international and national law of the sea , including fishing law, founded.
Individuals as well as legal entities such as companies, e.g. B. the Institute for Oceanography of the Academy of Sciences of the GDR in Rostock-Warnemünde as well as other scientific institutions, social organizations u. a. become. The board of directors, elected for three years each, decided on admission. The first president of the society was Jörgen Haalck from Rostock . His successor was Ralf Richter, a lawyer born in 1931 and later Rostock University Professor, who linked maritime law with economic issues. Immediately after its founding, the 15-person board consisted of three vice-presidents: Gerhard Reintanz, an international lawyer from the Martin Luther University of Halle-Wittenberg in Halle (Saale) ; Heinz Rentner (born January 12, 1931), Head of the Maritime Transport and Port Management Department and from 1973 to 1990 Deputy Minister for Transport a. a. responsible for maritime transport in the GDR; Joachim Waßmann, Vice President of the Maritime Transport and Port Management Directorate of the GDR. In 1981 Reintanz, who had retired from Halle three years earlier, was appointed honorary president of the Society for the Law of the Sea. A secretary, for many years the lawyer Adolf Hauer - he took over from Rudi Frenzel - also member of the board and full-time in the directorate for research and development, VEB Seeverkehr und Hafenwirtschaft Rostock, signed for the correspondence with the members, the organization of appointments and the like. a. m. responsible. He was followed by the lawyer Gerold Kantner. The board decided to form interest groups in the areas of maritime trade law , international maritime law , fishing law, state maritime law and maritime labor law. The Chairman of the Working Group on International Sea Law / Fisheries Law was board member Günter Hepper from the Warnemünde-Wustrow Maritime Engineering College (IHS) . A particularly close cooperation existed with the Society for International Law in the GDR, which was founded in 1965 . Harry Wünsche (* 1929 to † 2008) and Norbert Sportwetten as well as Harald Frühauf, who played a key role in the GDR Maritime Law Society and worked full-time in academic research at the Academy of Law , were permanent members of the GDR delegation headed by the diplomat Gunter Görner (* 1939) for III. UN Conference on the Law of the Sea . A long-standing member of the board (1974–1991) was the Rostock maritime law expert Max Oesau (* 1937), most recently professor of maritime trade law. The interest groups Maritime State and Administrative Law as well as Maritime Trade Law held a conference in December 1974 together with the Warnemünde-Wustrow Maritime Engineering College under the direction of P. Reichenbach from the GDR Maritime Office (SFA) in the former house of the Rostock Army , since July 1, 1992 the Higher Regional Court Rostock .
As part of the dissolution of the Society of Maritime Law of the GDR its members have been advised of the possibility of the German Association for International Maritime Law to become a member (German Maritime Law Association). Former members made use of this, for example the lawyer and former law professor Norberteith, who was a member of the German Association for Internationales Maritime Law, German National Group of the Comité Maritime International until 2007 and who specialized in liability in connection with the transport of dangerous goods by sea . As a GDR legal scholar from Potsdam-Babelsberg, Norbert Sportwetten was able to give a lecture for the first time to the German Association for International Maritime Law on May 29, 1986 in Hamburg on liability for damage from the transport of dangerous goods at sea, which in an expanded and revised version in a series of publications by this association was published.
Working in the GDR
The company had set itself the goal of contributing to peaceful international cooperation. For example, the Maritime Law Society of the GDR supported the efforts of the International Shipping Committee Comité Maritime International (CMI) in the field of maritime law, in particular for the international standardization of the provisions of maritime and commercial law as well as shipping and port customs. As a participant, the President of the GDR Maritime Law Society published reports on the CMI conferences. The society promoted the exchange of information among scientists and practitioners through the formation of interest groups and ad hoc working groups. The legal side of the exploration and use of the mineral and living resources of the sea as well as the seabed, as described on the III. UN maritime law conferences was also one of the areas of interest. Together with the Rostock University, the Society for International Law in the GDR and the GDR section of the International Association for Legal and Social Philosophy , the Society for Maritime Law organized the occasion of Hugo Grotius' 400th birthday in Rostock on March 15 and 16, 1983 a scientific conference at which legal and social philosophers as well as international law experts and the Rostock theologian Fritzsche (* 1929 to † 2014) made fundamental statements about the importance of Grotius as the "father of international law" and "founder of international peace" in presentations and discussions. The society often published new findings on national and international maritime law in its own publications, the authors of which were members of the Society for Maritime Law of the GDR. Reports on the general meetings appeared in the journal Seewirtschaft , the specialist body for shipbuilding, shipping, deep-sea fishing, marine technology / Chamber of Technology , Association of Vehicle Construction and Transport, which appeared until 1990.
