Jörgen Haalck

Jörgen Haalck (born August 14, 1924 in Göttingen ; † July 15, 1976 in Rostock ) was a German lawyer and professor in the field of maritime law .

Life

Jörgen Haalck was born in Göttingen as the son of the physicist and later Potsdam professor for geophysics Hans Haalck (1894–1969) and the teacher Nelly Haalck , née. Habke (1899–1985), both of whom came from Holstein . His parents lived temporarily in Berlin. After 1945, his father was still considered one of the exponents of bourgeois Potsdam. In the GDR , Nelly Haalck was a member of the People's Chamber for the Eastern CDU for two legislative periods .

After attending school and graduating from high school in Potsdam, Jörgen Haalck was drafted into the Air Force in 1942 and at the end of the Second World War he was taken prisoner with the rank of ensign . After his release from captivity in Plön / Holstein in 1947, he subsequently passed his Abitur and returned to Potsdam from there in 1948. In his later curriculum vitae from 1972, J. Haack mentions that he still maintains "limited contact" by letter with his relatives in the FRG , who come from Westholstein. Before he began studying law at the Humboldt University in Berlin in 1948 , Haalck was an intern for a few months at what was then the district and regional court in Potsdam. In 1952, Haalck completed his law studies with the first state examination and then went on to study archival sciences until 1955, also at the Humboldt University. Haalck justified his membership in the Eastern CDU from 1949 to 1952 with the social (voluntary) activities of his mother in the CDU main board and as a member of this bloc party .

Initially, Haalck worked as a research assistant and archivist in the state main archive in Potsdam. In 1957 he took up a legal position in heavy engineering in (East) Berlin, where his wife - a lawyer -, with whom he had been married since 1955, worked and lived. The marriage had three children. In 1957 Jörgen Haalck received his doctorate on expert and judgment work in the North German Confederation at the Friedrich Schiller University in Jena . Due to restructuring measures of the state-owned industry, Haalck was transferred to Rostock in 1958 and was able to take on a teaching position at the economics faculty of the university there . Haalck was appointed senior assistant at this university in 1959 and 1965 as a professor with a teaching position and head of the Institute of Economics, after he had been accepted into the SED in 1963 ; his application for membership of the SED party in 1958 had been postponed until then. He wrote the habilitation thesis on the subject of the legal status of territorial waters in democratic international law together with Gerhard Reintanz . Dr. jur. habil. From then on, Jörgen Haalck was his highest academic degree, which was replaced in the GDR in 1969 by the PhD B or by the academic degree Dr. sc. jur. was replaced. Together with Gerhard Reintanz from the University of Halle-Wittenberg, Jörgen Haalck visited the Hamburg Research Center for International Law and Foreign Public Law in 1966 - at the time he was working at the University of Rostock - and met the then assistant Dieter Schröder at the institute there. After reunification, Schröder publicly remembered Haalck with fondness. Haalck and Reintanz also took part in a meeting of the German Association for International Maritime Law (DVIS), the German national group of the CMI , in Hamburg in February 1966 . From 1969 to 1972 Jörgen Haalck worked as a full professor with a teaching position for maritime law at the University of Rostock and from 1973 was head of the “Maritime Law” department at the Maritime Engineering College in Warnemünde / Wustrow . Eventually Haalck took over the management of this engineering college.

In addition to his full-time teaching activity, Jörgen Haalck was President of the Society for Maritime Law of the GDR . This society published a memorial for Jörgen Haalck 1924–1976 two years after his death. He also worked several times as president of the International Maritime Arbitration Court (ISG) in Gdynia, of which he had been a member since 1962. From 1962, Jörgen Haalck continued to be socially (voluntarily) involved in the German-Arab Society in the GDR, where he was a member of the Presidium and Chairman of the Rostock District Committee. In these functions he was able to take part in several trips to Arab countries. His final resting place was Prof. Dr. sc. jur. Jörgen Haalck at the New Rostock Cemetery .
