biography

Studies and first political activities

In 1937, Borg Olivier graduated from the Royal University of Malta in law with a doctorate in law. He then served on the Government Council in 1939 and was elected to the Legislative Assembly in 1947 after assuming government responsibility.

First term as Prime Minister (1951 to 1955)

On September 26, 1950 he was appointed Minister for Labor, Reconstruction and Education in his cabinet by Enrico Mizzi . When Mizzi died on December 20, 1950, Borg Olivier succeeded him as Prime Minister and Chairman of the Nationalist Party. After the general election in 1951, he then formed a coalition government with the Labor Party . In 1955, however, the NP was defeated in the general election against the Labor Party, which was now able to form the government under its chairman Dom Mintoff . He was then opposition leader in parliament until 1958.

Second term as Prime Minister (1962 to 1971) and independence of Malta

When Mintoff resigned on April 26, 1958, it led to a four-year constitutional crisis and the post of Prime Minister remained vacant until March 3, 1962. As a result, Malta returned to its original colonial status. Subsequently, Borg Olivier was again Prime Minister and took over the ministries for economic planning and finance. After confirming the independence efforts by referendum Malta gained during his tenure on September 21, 1964 independence . Thereupon he also became Foreign Minister of Malta and in this position also enforced his political philosophy of a moderate and pro-Western policy. He was then re-elected in the parliamentary elections in March 1966. Borg Olivier was convinced that Malta's economic and defense interests could best be asserted through a strong connection to the previous colonial power Great Britain . This policy ultimately failed in terms of economic hopes due to the cut in British defense spending.

On June 17, 1971, the NP under Borg Olivier was defeated in the parliamentary elections by the LP under Mintoff, who finally declared Malta a republic in 1974 .

Borg Olivier resigned as chairman of the Nationalist Party in 1976, but remained a member of parliament until his death.
