Goh Kun was a minister in the 1980s. He was the mayor of Seoul from 1988 to 1990 (appointed) and 1999 (elected) . In 1997 Goh was appointed Prime Minister by Kim Dae-jung , but was replaced the following year. In 2003 Goh Kun was reinstated by Kim's successor, Roh Moo-hyun, but resigned on May 24 of the following year after he had refused to obey the president's request and replace cabinet members.
