The 2018 gubernatorial election in the Khabarovsk region was the second election of the governor of the Khabarovsk region , a Russian federal subject in the Far East federal district , following the reintroduction of direct elections in the 2013 Khabarovsk region gubernatorial election . The first ballot took place on September 9, 2018, followed by the second ballot on September 23, 2018. Along with further gubernatorial elections in other federal subjects on the same election day, the gubernatorial election in the Khabarovsk region received more attention, as an opposition candidate against United Russia , Russia's long-standing ruling party , won.

Starting position

Vyacheslav Schport and Sergei Furgal competed against each other in the 2013 gubernatorial elections in the Khabarovsk region. At that time, Sergei Furgal only achieved 19.14% and Vyacheslav Schport was elected governor with 63.92%. He held this office until the 2018 gubernatorial election.

The election was overshadowed by a pension reform planned by President Vladimir Putin , which increases the retirement age of citizens and is therefore rejected by the majority of the population. This led to public dissatisfaction with United Russia, which has been the "party of power" for years.

Electoral system

All citizens entitled to vote have one vote that they can give to one of the registered candidates. A candidate is elected if he receives more than 50% of the votes cast, i.e. an absolute majority . If no candidate receives this number of votes, a second ballot will be scheduled, in which the two candidates with the most votes from the first ballot will participate. In the second ballot, a candidate only needs to receive a relative majority to win the election. This case can occur because blank ballot papers also account for part of the overall result, so that both candidates receive less than 50% of the votes and, for example, 2% are blank ballot papers. In the first ballot, the blank ballot papers also make up part of the overall result, where an absolute majority is required, taking into account the blank ballot papers.

For the first ballot there were 981,032 registered voters. 353,748 people cast their votes, resulting in a voter turnout of 36.09%. Of the 986,341 eligible voters registered for the second ballot, 467,969 people voted, resulting in a voter turnout of 47.44%.
