Guangming ( Chinese 光明 新区 , Pinyin Guāngmíng Xīnqū ) is a "New District " of the southern Chinese city of Shenzhen in Guangdong Province . It was founded on May 31, 2007. It is a so-called “functional” city district, an administrative division of the second degree, ie a “city funding authority”. This means that in contrast to the “old” districts of Shenzhen, Guangming has no people 's congress , no consultative conference and, above all, no people's government (人民政府) elected by the people's congress.
