Higher municipal association
As higher Kommunalverband ( HKV ) to a is local self-government based public corporation denotes that over the area of several counties / circuits or circular free city / urban districts beyond.
The higher municipal associations are also referred to as the “third level” of local self-government, with the districts or urban districts forming the second level and the municipalities the first level.
Historical examples are the provincial associations in Prussia .

- in Hesse the State Welfare Association of Hesse

- in North Rhine-Westphalia Landschaftsverbände Rheinland (LVR) and Westphalia lip (LWL), the RVR (RVR) and the National Association lip (LVL)
- in Rhineland-Palatinate, the Palatinate District Association
- in Saxony the municipal social association of Saxony
The associations merged in 1964 to form the Federal Working Group of Higher Municipal Associations in the Federal Republic of Germany (BAG HKV). BAG HKV has been chaired by Ulrike Lubek, the director of the Rhineland Regional Council (LVR), since April 2018 . The BAG HKV office is located at the LVR .
