The Landesverband Lippe (LVL), based in Lemgo, is a higher municipal association in the Lippe part of North Rhine-Westphalia and was created in 1949 due to the Lippe punctures . The Regional Association of Westphalia-Lippe (LWL), founded in 1953, must be distinguished from the LVL .
After the Second World War , Germany was reorganized and the Free State of Lippe had to give up its independence. In 1947 Lippe joined the new state of North Rhine-Westphalia founded in 1946. Part of the membership agreement was the establishment of the Lippe regional association to manage the former princely assets (since 1919 state assets). The law on the Landesverband Lippe came into force on October 12, 1949. The LVL is responsible for the area of the former Free State and thus covers a sub-area of the Regional Association of Westphalia-Lippe, with which there is intensive cooperation and division of tasks. The seat was moved from Detmold to Lemgo, as Detmold became the seat of the Lippe district.
The symbol of the LVL is the Lippe rose as a coat of arms and the cross-beamed yellow-red flag.

organization
The regional association is a public corporation, the full-time head of which is referred to as the "association director". In the association assembly sit next to the association chairman ten association members, who are delegated by the district council of the Lippe district according to the principle of proportional representation. In addition, there are currently four members elected as honorary deputies of the association chairman. From the recall of Andreas Kasper in 2010 until the appointment of Anke Peithmann in 2011, the office of the head of the association was vacant and was temporarily led by his general representative Klaus Stein; After the end of Peithmann's term of office in May 2019, the business will be led by her general representative Arne Brand.
Affairs
Joachim Bünemann ( SPD ), who had been the head of the association since 1999, was suspended in 2006 after it became known that he had financed a private celebration with funds from the state association. In order to enable voting out, the law on the Lippe regional association was changed. Bünemann was officially in office until March 13, 2008. During this time the association was temporarily headed by Bünemann's deputy Hans-Joachim Niehage ( CDU ). On October 1, 2008, Andreas Kasper succeeded him as the elected head of the association; he was previously the office manager of Lower Saxony's health minister, Mechthild Ross-Luttmann . After he had been convicted of various plagiarism allegations, including his doctoral thesis, and had lost his doctorate, the association's assembly voted him out.
