Andreas Kasper

Andreas Kasper (born May 10, 1975 in Hanover ) is a German lawyer and local politician. Kasper is chairman of the CDU parliamentary group in the district council of the Lippe district . From 2008 to 2010 he was head of the Lippe regional association .

education

Kasper studied law and political science in Göttingen , Geneva and Lausanne and passed the first state examination in law in 2000 . Stations of his legal traineeship included a. the Regional Court of Bielefeld and the German University of Administrative Sciences Speyer . From 2000 to 2002 he graduated from the University of Wales concluding MBA . He also holds an LL.M. in tax law . In 2003 he passed the second state examination .

In 2004 he received his doctorate from the University of Göttingen with a thesis on social sponsorship . The first reviewer was Axel Freiherr von Campenhausen , the second reviewer Jürgen Costede . Kasper's doctorate was revoked in June 2009 by the University of Göttingen after investigating allegations of plagiarism.

Employment

From 2004 Kasper initially worked as a personal advisor to the managing director of the North Rhine-Westphalia Association of Cities and Towns . From December 2006 to September 2008 Kasper worked in the Lower Saxony Ministry of Social Affairs, Women, Family and Health , among other things as head of department and office manager for Minister Mechthild Ross-Luttmann . In June 2008 Kasper was elected head of the regional association Lippe for eight years and was voted out of office again in May 2010 in the course of a plagiarism affair surrounding his doctoral thesis. Since the local elections in North Rhine-Westphalia in 2009 , Kasper has sat for the CDU in the district council of the Lippe district . He was also nominated as its representative for the Landscape Assembly Westphalia-Lippe , but did not take up this office. After the local elections in 2014 , he became parliamentary group leader of the CDU.

Act as head of the association

In 2009, during Kasper's tenure, the regional association made the contribution to the multi-site (Detmold, Kalkriese, Haltern) exhibition project “2000 Years of the Varus Battle” in the Lippisches Landesmuseum under the title “Myth”. Further measures included the merger of the theological library of the Lippische Landeskirche with the Lippische Landesbibliothek Detmold as well as an agreement with the Lippe district on further cultural tasks: The regional association took over shares in the Weser Renaissance Museum in Brake Castle and the Northwest German Philharmonic as well as the youth culture ring; In return, the association gave its share in the loss-making operation of the local recreation center Schiedersee GmbH to the Lippe district.

Kasper prepared the establishment of information centers at the Hermannsdenkmal and the Externsteinen . As chairman of the supervisory board of Staatsbad Meinberg GmbH, he initiated the redesign of the thermal mineral bath in Bad Meinberg and the spa guest center in the historic spa park, as well as the transfer of management to a private service provider.

Plagiarism affair

In 2008, researchers from the German University of Administrative Sciences in Speyer found a number of transcribed passages in Kasper's dissertation that were not marked as quotations . The University of Göttingen decided in June 2009 to revoke Kasper's doctoral degree after it had rated Kasper's dissertation as plagiarism .

In addition, the Göttingen public prosecutor's office initiated criminal proceedings for violating the copyright law. She invoked a special public interest in law enforcement, since Kasper held a high office. In January 2010, a penalty order of 90 daily rates (9,000 euros) was issued against Kasper , against which he raised no objection. In June 2010 the Detmold public prosecutor dropped proceedings for further plagiarism for articles in specialist journals against payment of a fine of 10,000 euros.

Deselection

As a result of the affair, Kasper lost his office as head of the association in May 2010. He had refused to resign on the grounds that the doctorate was not a prerequisite for his election as head of the association. A dismissal by the North Rhine-Westphalian Interior Minister through official channels had refused. Thereupon the association assembly of the regional association Lippe voted him unanimously.
